The new ANSI standard requires anyone that is directing traffic must be ANSI Class 3 compliant. Many people are not aware of the new ANSI standard which states that in order for a vest to be Class 3 compliant it must have sleeves.

However, the addition of sleeves makes the vest uncomfortable, and it also makes it very difficult to wear over bunker clothing.
